Yes, Bali is the perfect place to spend quality time with your loved ones. It is a popular destination for couples, newly weds and anybody wishing to spend a romantic yet fun getaway with their partner. 
Yes, it is highly recommended to carry cash while exploring Bali because many shops accept only cash. However, there are many ATMs that you can use to withdraw cash. You can also exchange money at the "authorized money changer" to avail the best exchange rate and to avoid any scams.
You do not need to get a VISA in advance because Bali has a visa-on-arrival system which is free for a 30-day period. You can extend this by paying a fee at the airport. You should make sure your passport has at least 6 months before expiry to even board the plane to Bali. 
It is recommended that you do not drink any tap water in Bali. It is better to drink bottled and/or filtered water. This is to protect your health and yourself from "Bali Belly" which is a form of mild dysentery that will pass in a few days.
